EU rules harming regeneration

p>EU rules are forcing councils to go through costly procurement procedures which are effecting
renewal projects, the
British Property Federation has warned. The bureaucratic rules, designed to encourage competition and ensure transparency, have resulted in many local authorities adopting an ‘overly cautious’ interpretation of the rules. Many councils are now ‘too afraid’ to proceed with development agreements and are re-tendering projects to ensure they are not infringing on EU directives.
